Community-Based Targeting and Initial Local Conditions: Evidence from Indonesia's IDT Program.

The article presents the results of a study which investigated an Indonesian antipoverty program called Inpres Desa Tertingal (IDT). The program involved making small business loan funding available for distribution by the local governments of poor villages. Evidence is presented which indicates that villages with greater inequality were particularly good at targeting their available funds. The implications of these findings are analyzed in terms of community involvement with decentralized assistance programs. Factors such as wealthy elites, education levels, and population density are also discussed.
