Concentration of Vulnerable Groups and Community Governance: A Case Study of the South Airport Public Housing Community, Taipei City（弱勢團體聚集與社區治理：以台北市南機場社區為例）

Vulnerable groups often live on the margins of cities, and need to work together in order to meet their needs. The South Airport Public Housing Community (SAPHC) in Taipei City was once a showcase public housing project in Taiwan. However, the community now has a high percentage of low-income households, elderly residents (including elderly living alone), people with disabilities, and immigrants. Mr. Fang Ho-Sheng, the borough chief, led a team fighting for community transformation and developing innovative practices that benefit vulnerable groups. This paper will analyze community governance and social service provision in the SAPHC, highlighting effective solutions and achievements in community governance.

許多弱勢團體居住在城市的邊緣地帶，他們必須團結合作以尋求自身需求的滿足與問題解決。台北市的南機場社區，曾經是台灣公共住宅的展示範例，但是現今已是沒落狀態，社區裡有高比例的低收入戶、高齡社區居民、身心障礙不便人士與外地移入人口。南機場社區里長方荷生先生，為這個社區努力奮鬥，他組織社區團隊進行社區改造，發展許多創新措施與作為，裨益社區內外的弱勢團體。本文將探討社區治理的意涵，以及南機場的社區治理與提供的社會服務，分析相關成果的價值以及面臨的挑戰與建議。
