Widespread attention is being given to the process of solving public policy problems through continuing participation of citizens' groups. The federal requirement for "representative" boards to develop programs, allocate funds, and supervise the on-going operations of public activities is becoming more prevalent and is spreading to all levels of government. The assumption is that conflicts of interest will be resolved, political inequalities lessened, and more acceptable solutions attained if a broad-based community group makes the allocative decisions.
