Citizenship education for the community: the local public administrator as instructional leader

If local civic health is to be improved, many parts of the community need to work in concert. The education system, local government, and other social institutions all play a vital role. Local administrators can provide leadership in civil health. One area for development would be mechanisms for open lines of communication between citizens and public officials. In general, local government must attempt to empower more people by providing forums for public debate and discussion of issues, and capitalizing on the successes of government in the community to increase voter confidence in the ability of government to solve society's problems. These actions will not only promote essential citizenship skills such as discussion, listening, thinking, and judgment, but will also foster moral courage and help to build civic institutions within the community.
