According to Williams, this "generative politics" i.e. mobilization which attempts to transform the rules of conventional politics by generating new institutions and practices, is very different from more conventional forms of social movement mobilization which are directed at specific issues and could be much more limited in their agenda for social change. According to Williams, this came from the rise of a "grassroots faction" within the CPIM at the cost of the clout exerted by the old guard "trade union" faction.
