Participatory budgeting in Brazil: contestation, cooperation, and accountability

According to the author, the different strategies that civil society organizations and mayors implement are the result of the local specifics of each city, the history of civil society activity before the initiation of PB, the mayor's electoral incentive, party politics, and ideology. The first two, Porto Alegre and Ipatinga, which implemented institutionalized participatory democracy, the first archetypical outcome, show that the mayors were willing to delegate substantial authority to the participatory process and, at the same time, that civil society organizations effectively monitored the process and engaged in contentious politics.
