Participatory development and democracy

In the last decade, while the world viewed Latin America largely in the context of its economic problems, its countries (with the exception of Cuba) made a successful and peaceful transition to democratically elected governments. In Latin America, the vicious cycle of underdevelopment, linking high population growth, poverty, malnutrition, illiteracy, and environmental degradation, can be broken by: 1. promoting sustainable economic growth, 2. ensuring environmental sustainability and slowing population growth, and 3. enabling broader participation of all the people in the productive processes and a more equitable sharing of the benefits. The members of the Organization for Economic Cooperation and Development's Development Assistance Committee will work with their developing country partners to achieve more participatory development. The related themes of popular participation, good governance, and democracy are being established as part of the dialogue of cooperation between developed and developing countries.
