Can you hear me now? making participatory governance work for the poor

Participatory governance engages people who are affected by a problem in the process of solving it. Legal scholars have observed participatory-governance principles at work in fields as diverse as financial regulation, public-education reform, and poverty law, and have identified certain principles as common to these initiatives, which are sometimes referred to collectively as the "New Governance"movement. This article proposes to promote meaningful participation by marginalized stakeholders by drawing a seemingly unlikely parallel between participatory-governance systems and business transactions.
