ISTEA enhances transportation

Communities that are seeking to fund projects such as new bikeways, roadside landscaping, or even some infrastructure rehabilitation can find some assistance through a program of transportation-enhancement activities that are part of the Intermodal Surface Transportation Efficiency Act (ISTEA), which was signed into law in 1991. ISTEA directs that at least 10% of funds from a state's annual surface transportation program must be available for transportation enhancement activities (TEA). ISTEA defined 3 broad categories for TEAs: 1. scenic and environmental facilities, 2. pedestrian and bicycle uses, and 3. historic and archeological facilities. Transportation enhancements should be directly connected to the development of an intermodal transportation system. Among the communities that have made use of ISTEA funds are Columbus, Ohio, Dayton, Ohio, and Ashland, Kentucky.
