摘要

2017年長照2.0政策推動以來,以社區為單位的C據點成為主要的政策方案之一,提供社區長輩可近性的照顧服務。面對戰後嬰兒潮世代逐漸邁入高齡化,社區照顧現場也因此人口群的進入,民眾的公民素養逐漸提升,為滿足此人口群的需求轉變,歐盟透過「使用者參與(user involvement)」的理論,嘗試改變過去單向服務的工作方法,成為歐盟因應戰後嬰兒潮高齡化的主要服務策略之一。我國同樣面臨戰後嬰兒潮高齡化的衝擊,社區能否參考使用者參與的理論,轉變服務模式以因應戰後嬰兒潮世代的需求,是本文主要的研究課題。本文透過行動研究的反思,主要發現:(1)案主參與的程度高低,確實會讓案主在服務體系中的角色產生轉變;(2)對於案主充權時間的長短,會影響案主自覺需求的層次,進而改變案主在服務體系中的參與程度高低;(3)我國社區面對多元化的照顧政策,使用者參與的模式可望能夠成為社區未來推動照顧服務的策略之一。本文透過社區據點的行動研究,與歐盟因應戰後嬰兒潮世代的實踐模式進行對話,期望找出我國社區照顧模式的創新轉型策略,提供實務工作上相關運用之參照。

Abstract

Since the launch of the Long-Term Care 2.0 policy in 2017, communitybased "C sites" (community care service points) have become one of the main policy initiatives, providing accessible care services for elderly residents. As the post-war baby boom generation gradually enters old age, their increased needs for community care have raised civic awareness around aging-related issues. The European Union has responded to similar issues by shifting away from traditional, one-way service models to adopt the model of user involvement as a key strategy in addressing the challenges of aging among baby boomers.
This paper explores whether communities in Taiwan can also adopt the theory of user involvement to transform existing service models and better meet the needs of the aging baby boomers. Through reflective action research,this study finds the following:
1.The level of user participation significantly influences the role of service users within the care system.
2.The level of empowerment given to service users affects their awareness of personal needs, which in turn shapes their level of engagement with the care system.
3.As Taiwanese communities navigate a diverse landscape of care policies, user involvement is a promising strategy for developing future community-based care services.

By conducting action research in a local community care service point and engaging with the EU’s approaches to the aging baby boom generation,this study aims to identify innovative strategies that can serve as references for future efforts to transform Taiwan's community care model.
