摘要

本研究旨在探討臺灣合歡山暗空公園的空間生產過程,特別聚焦賽德克族在此過程中的角色及其透過轉譯策略重新取得空間主體性的可能性。透過列斐伏爾的空間生產理論,研究指出在國際暗空協會認證框架下,由地方政府、觀光產業與資本市場共同主導的暗空旅遊規劃中,賽德克族的文化與經濟需求未能被充分納入。

本研究以行動者網絡理論(ANT)的轉譯概念為核心,結合行動研究方法,探討國立暨南國際大學水沙連人文創新與社會實踐研究中心如何透過跨領域合作與實踐,建構「星空山城」策略,成功促成清境地區觀光業者與賽德克族部落間的對話與合作,並重塑地方發展的空間再現。

研究成果顯示,「星空山城」策略透過文化敘事、生態保育與產業發展的整合,有效推動了地方治理模式從以資本市場與國家政策主導,轉向多元行動者協作共治。此過程不僅強化賽德克族的文化能動性,也實現了清境地區觀光產業與部落生態旅遊的協同發展。

本研究的貢獻在於深化對資本主義空間生產中原住民族參與困境的理解,並透過ANT 理論的實踐性應用,提供一個具體的空間治理轉型模式,為未來相關領域研究提供理論與實務上的參考依據。

Abstract

This study investigates the production of space at Taiwan's Hehuanshan Dark Sky Park, emphasizing the role of the Seediq tribe and their potential for regaining spatial agency through translation strategies. Utilizing Henri Lefebvre’s theory of the production of space, the research highlights how, under the framework of the International Dark-Sky Association certification,the cultural and economic needs of the Seediq tribe were inadequately incorporated into the planning for dark sky tourism, which was primarily led by local governments, the tourism industry, and capital markets.

Employing Actor-Network Theory (ANT) and action research methodology, this study explores how the Research Center for Humanities Innovation and Social Practice at National Chi Nan University facilitated cross-sector collaboration and established the "Starry Sky Mountain Town" strategy. This approach successfully promoted dialogue and cooperation between tourism stakeholders in Qingjing and the Seediq tribe, reshaping the representational spaces of local development.

The findings indicate that integrating cultural narratives, ecological conservation, and industrial development in the "Starry Sky Mountain Town" strategy effectively transformed the local governance model from a market and policy-driven approach to one based on collaborative governance involving diverse actors. This transition not only empowered Seediq cultural agency but also fostered synergistic development between Qingjing's ourism industry and tribal ecotourism.

This study deepens our understanding of the challenges of indigenous participation within the capitalist production of space and provides a concrete model of the transformation of spatial governance through a practical
application of ANT, offering a theoretical and practical reference for future research in related fields.
